Andrew Eliason, Vice Chairman, called the meeting of the MCAT Board to order at 1:05 p.m.
Roll Call was taken.
Approval of Minutes
Lolita McCray motioned to accept the minutes of the meeting of April 9, 2013 as read; Andrew Eliason seconded the motion.
VOTE: Yes-2; 1-Abstain.

Budget Status Update
Andrew Eliason said he contacted David DelVecchio yesterday regarding outstanding budget items. David addressed the Board and said from the end of December $2,218 should be still unspent from the network support funds. On-going commitments regarding wireless access amount to $7,200. Andrew said that would probably come out of the balance of $144,695 currently in the capital account. Also, video operators’ salaries come out of the budget on a recurring basis. There was a discussion that it is going to be necessary to have a formal list of Mashpee TV/Town Hall/MCAT responsibilities.
Mashpee Community TV
It was suggested that perhaps Amy Davies, Mashpee TV Director, should again come to an MCAT meeting to give the Board an update.
Dan Riley commented there is the question as to how well the community is being served. Dan said since people signed up with Mashpee TV nothing has been provided as feedback. There should be feedback--especially for people who volunteered.
IT Updates
David DelVecchio reported that he participates in a group called CATMAN, which is made up of IT directors on the Cape and Islands. David said they just met at the Barnstable County IT Department conference room with Dan Vortherrns from OpenCape. David explained that all the IT directors participating in CATMAN are trying to get critical information from OpenCape and CapeNet covering following critical issues:
- What will OpenCape/CapeNet charges be to municipalities. David said originally the understanding was that only business would be charged monthly fee, but now municipalities may have to pay to connect.
- David said Town doesn’t want to pay out any money if monthly charges are going to be charged—too expensive.
- Who would be responsible for fixing the fibre if there is a problem?
- What band width is guaranteed; and what would be the network path?
Andrew asked if it benefits business as well, can small business be able to compete with big business?
Dan Riley offered to get together with David to gather some feedback on this topic.
Control Room…Andrew said his only comment is that he hopes Amy Davies will find another operator for the Control Room since they are short-handed and in a bind when one of the operators is unavailable.
Next Meeting…The next MCAT meeting is to be held 1 p.m. on Tuesday, June 11, 2013, Town Hall Waquoit Meeting Room.
Adjournment…Lolita McCray motioned to adjourn the meeting; Andrew Eliason seconded the motion; and the motion was passed. The meeting adjourned at 1:50 p.m.
